Regional Income Disparties and S-CHIP

While most critics of President Bush's veto of legislation that would expand the S-CHIP federal program into a middle class entitlement view it as a question of providing health care coverage for children, it also can be seen as an issue pitting states with low median incomes against those with high ones.
